No, you're missing what's really incredible here. The clip makes it clear that the show's writers and directors were patterning Penguin in part on Nixon. I'm just now realizing that, watching Batman as a child, I subconsciously associated Penguin with Nixon. (I was born in '68.) The whole boring-intelligent-egghead vs. Nixonian man of the people thing is clearly a take on the '68 and '72 elections. Not to mention the ratf***ing.
So the crazy thing here is that the reason McCain sounds like the Penguin is that BOTH of them are running Nixon's campaign.
