Why, of course, it should be called the LEARN Act.

Then, someone intern can figure out education-related words with the right first letters. Just as with the USA-PATRIOT Act

How about the "Testing is Not The Same As Teaching" Act?

Make a law forbidding spanking on the left buttock.

Think of the Children! Think of the Children Act.

Is it just me, or was the name "No Child Left Behind" a little exercise in dog whistle politics? A reference to the "Left Behind" series?

Children First is taken -- it's the name of the reform program here in New York. But I think the exclamation point in your suggestion gives it a new vigor that's appropriate for the national scale.
